The mission of the City of Irvine Community Development Department is to provide thoughtful and efficient long-term planning and ongoing project review to ensure consistency with the General Plan, Zoning Ordinance, and Building Codes. Notice of Updated Fee Schedules

The City of Irvine has increased fees effective August 15, 2026, per the adopted Development Processing and Inspection Fee Resolutions 24-41, 25-78, and 25-79. The newer rates will apply to all projects submitted or issued on or after August 15. Any existing unpaid fees/invoices have been automatically recalculated on August 15 to reflect the updated fees. All adjustments being implemented are consistent with the Los Angeles-Long Beach-Anaheim Consumer Price Index (CPI). The City of Irvine will also adopt the International Code Council's Building Valuation Data of February 2026 effective August 15, 2026.

Important Information About Fraudulent Emails to Applicants of Pending Planning Projects

The City of Irvine has recently been made aware of a phishing scam targeting applicants who have projects pending before the Planning Division/Commission. In this scheme, scammers pretend to be City officials requesting payments for development projects. So far, these emails have been originating from the email address planning.cityofIrvineCA@usa.com (Open in new window). The scammers use project information that is publicly available to make the scam look more legitimate. Victims of this scam have been identified nationwide (FBI Bulletin)

Official City emails will only come from an “@cityofirvine.org” email address.

Online payments (including credit/debit card payments) are made only through the City’s secure payment portal: https://arpayments.cityofirvine.org (Open in new window). We will never ask you to wire money to a bank account unsolicited.

Payments by check or electronic bank transfer are accepted only using payment instructions provided by the City through official communications, and only if that payment method is first requested by an applicant.

If you receive a payment request that seems unexpected or different from prior instructions, please do not respond to that email or submit payment.
