
About the Project
Irvine Company has filed General Plan amendment, zone change, and development agreement applications to establish Oak Park (Planning Area 52), a new 281-acre planning area.
The proposed project would redevelop the existing Oak Creek Golf Course, the Oak Creek Business Center, and vacant land west of Innovation Office Park into a new residential village. The project would include up to 2,400 dwelling units, a public nature park and trail system, neighborhood parks, a future K-6 elementary school site, and associated transportation and infrastructure improvements. Proposed trail improvements would connect to the Jeffrey Open Space Trail (JOST) and include pedestrian and bicycle bridges over the railroad tracks and Irvine Center Drive. The project also includes the proposed dedication of approximately 312 acres of open space in Planning Area 1 (Orchard Hills) and Planning Area 6 (Portola Springs) to the City.
Project Location
As proposed, Oak Park measures approximately 281 acres and is generally bound by Jeffrey Road to the west, Interstate 5 to the north, Valley Oak and Oak Canyon (streets) and the existing Innovation Office Park to the east, and Irvine Center Drive to the south. The proposed Planning Area 52 site is located within Planning Area 12 (Oak Creek) and is bisected by Orange County Transportation Authority (OCTA)/Metrolink railroad tracks.
Project Background
On May 13, 2025, the City Council held a public meeting and approved a Memorandum of Understanding (MOU) between Irvine Company and the City of Irvine in relation to the proposed project. The MOU provides a framework for planning the project area and providing the following benefits: affordable housing through the Irvine Cares program, community benefit fees, transit investments, expansion of open space areas, library funding, dedication of the Oak Creek Clubhouse for City/public use, and an Innovation Center lease.
On May 27, 2025, the City Council held a public scoping session on the General Plan amendment to provide staff direction and listen to input. At the conclusion of that scoping session discussion, the Council directed staff to: 1) conduct a public meeting to provide an additional opportunity for the public to comment on the project; and 2) to hold a further City Council scoping session once the public input meeting had been coordinated, to allow the City Council to provide its final feedback on the proposed General Plan amendment. At direction of the City Council, Community Development staff held the comment session on June 14, 2025, during which verbal and written comments were provided and entered into the record.
On June 24, 2025, the City Council held a second public scoping session and directed staff to: 1) proceed with processing and reviewing the associated General Plan amendment for the proposed project and 2) coordinate with City Council regarding a voter initiative related to the “Memorandum of Understanding Implementing Initiative Resolution 88-1.”
On April 14, 2026, the City Council approved an amendment to Section 9-12-7 of the Irvine Zoning Ordinance, establishing an optional process to consider a public nature park and trail system on a portion of Oak Creek Golf Course as an alternative to the existing public golf course requirement. The amendment does not approve any specific development project or change the site’s General Plan or zoning designations. Any future development remains subject to discretionary approvals and CEQA review.

The following project applications are currently filed with the City and are under review:

General Plan Amendment 00956521-PGA: amends the General Plan to establish new Planning Area 52 (Oak Park) which would allow up to 2,400 residential units, a public nature park and trail system, a future elementary school site, neighborhood parks, and associated transportation and infrastructure improvements.

Zone Change 00956519-PZC: amends the Irvine Zoning Ordinance to establish zoning districts and corresponding development standards for Planning Area 52 (Oak Park).

Traffic Study Scope of Work (File No. 00980918-PPA): the first step in the traffic-review process; this document outlines what needs to be included in a future full comprehensive traffic study (in accordance with the City’s Traffic Study Guidelines [link is external]) (Open in new window) should a development project be submitted in the future.

Environmental Review (File No. 00983630-PCLE): evaluates the proposed project’s potential environmental effects in accordance with the California Environmental Quality Act (CEQA). The City is preparing a Subsequent Environmental Impact Report (EIR) to the 2045 General Plan Update EIR for this project.

Development Agreement 00986547-PDA: would establish terms between the City and Irvine Company pertaining to the project which may include, but are not limited to community benefit payments, provision of affordable housing, dedication of open space, and other public benefits.
Project Environmental Review
The City is preparing a Subsequent EIR to the 2045 General Plan EIR that was certified by the Irvine City Council in August 2024, which will evaluate potential environmental impacts associated with the project. Upcoming Meetings and Outreach
July 20, 2026 – Public Scoping Meeting: City staff and environmental consultants will present information regarding the project and the CEQA process, and will receive public comments and suggestions regarding the scope and content of the Draft Subsequent EIR.
